Likely it is polyurethane, commonly abbreviated PU which can take many, many forms depending on its composition. It is commonly used in items such as surfboards, rigid-hulled and inflatable boats, watch band wrapping, and other places where drag or abrasion resistance is valuable.
Lures are created with molding rubber, fast setting casting plastic, buoyancy spheres, stainless wire, modeling clay and other ingredients--depending on the desired form and function. If you search online you can even find kits to make your own.

I worked at C & H Lures for a very short period of time in the early 90's.
Mostly what they use is a type of fiberglass resin. I guess it took Dave Workman a while to figure out the correct "mix". The "soft-headed" lures are another story. They are made with a substance similar to plastic, (at C&H softheads were not made in-house).
You want to make your own trolling lures?
Make a mold; have it designed into PVC molds; make sure they have brass tubing in the center; get some "eyes" from Michael's and glue them onto the brass piping; insert into molds and pour!

Those are all good for the day. I wouldn't use more then 2 plugs while trolling though,(unless you have a down rigger) I like have 2 or 3 on top at different distances back. And one plug, i wouldn't put a plug on an out rigger. ( just a little FYI incase you didn't already know that)
For trolling at night. i wouldn't waste your time. bottom fish at night is your best bet. Unless you are out sword fishing.
And finally it all depends on were you live, Check out Florida Sportsman if you are in Florida, lots of good tips on there.
I'm fishing on a saltwater charter boat tomorrow and would like to increase my chances of catching a larger species fish. I'm not a "sport fisherman" and have no idea what a lot of the terms in the local bait/tackle shop are. I've heard that clarkspoons are good but have no experience whatsoever with how they are used. Also, what are fishing skirts used for and how do they work?
Snapper & Grouper like ANY live or cut bait. (Anchovies, Sardines, Squid, Herring, Medhadden, ect)
Most jigging is done with silver spoons, or with skirted lures. The skirts add a life-like effect to the jigs.
how do you put a fishing skirt on a lure?
bass lure - just feed the hook through the hole in the skirt so that the skirt trails behind. some people will put a dab of super glue on to hold the skirt in place.
Ocean big game lure - same as bass
Small fresh water lures - this is usually done with some type of hackle or marabu feather. if you watch the vid below it will give you an idea on how to get started. the first few steps in tieing a flie are the same no matter what type or what size of flie your trying to tie. these are only the basics so lets not get past he original question about skirts. have fun doing it and enjoy the results. ~~~*<>{

Inshore –Things have been picking up the last couple of weeks. The speckled trout are still biting both live baitsand artificials, even a top water lures now and then. The best bite has been in three or more feet of water over grass and sandy potholes. “Redfish are showing up more and in greater numbers. I encountered some small schools in the northern half of Lemon Bay this past week. They will certainly take a live shrimp or crab,” Piercy said.
Snook are still hard to come by, but we are seeing more and more as the water starts to warm up. Most can be found in sunny areas early and will stay there well into the afternoon. “I have heard some reports from the south about pompano. No specific areas yet. You know pompano anglers, they can be tight lipped, but little Gasparilla Pass would be a good place to look,” Piercy said.
